The Director of Contracts and Agreements manages and supervises the team responsible for negotiating and executing grants, agreements and contracts for a diverse research portfolio funded by the federal government, industry, foundations, nonprofits and nondomestic sponsors. The team is responsible for negotiating and executing all contracts and agreements across the Virginia Tech campuses, including subawards and subcontracts to external organizations, and nonfunded agreements such as nondisclosure agreements, confidentiality agreements, data use agreements, and material transfer agreements. The Director is key in encouraging an even stronger culture of sponsored research, providing leadership for initiatives that enhance extramural funding success, and partnering with the Center for Advancing Industry Partnership (LINK) and Advancement to enhance corporate relationships and funded research. The Director will also cultivate and maintain collaborative partnerships across diverse constituent groups to promote and enable research activities at Virginia Tech. The Director reports to the Associate Vice President for Research and Innovation, with responsibility for the Division of Sponsored Programs at Virginia Tech.||Duties and Responsibilities:|The Director serves as a critical and strategic leader of sponsored programs administration by:| Direct supervision of staff to include recruitment, hiring, training, professional development, assessment, and retention along with workload management of team.| Translate the Institution's goals into the development of appropriate policies and procedures related to contracting and agreement management.| Provide direction for all sponsored contract negotiations including federal, industry, nonprofit, foundation and international funding; lead and facilitate the negotiation of complex contracts with sponsors.| Review and approve research agreements negotiated by staff.| Coordinate efforts with other leadership in the Institution to maintain best practices in contracting, intellectual property, and technology transfer.| Interpret and provide direction on compliance with applicable federal, state, institute, and sponsoring agency policies, procedures and contract terms, as needed.| Coordinate, organize, and implement training programs for contracts administration and electronic research administration.| Develop and maintain professional and dependable relationships with both internal and external customers.| Skillfully representing the university to the outside community, funding agencies.| Prioritize objectives for team and exercise independent judgement based on an understanding of organizational policies and procedures.| Nurture excellence in research, scholarship and creative activities; expand faculty research team building.| Perform other jobrelated duties as assigned.
|Master's degree or bachelor's degree with progressively equivalent experience.| Progressively responsible positions of leadership in the field of research and grants administration, including directly relevant experience in higher education, or other nonprofit, researchbased organizations.| Demonstrated ability to draft and negotiate complex agreements.| Advanced knowledge of U.S. patent and copyright laws.| Experience and working knowledge of government contract acquisitions, the Federal Acquisition Regulations (FAR) and its supplements. Familiarity with 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. | Ability to independently analyze contract clauses, including intellectual property and assess contract risk.| Demonstrated commitment to an inclusive customer serviceoriented approach, concern for campuswide service and satisfaction, and the ability to work collegially with faculty, staff, and students who possess varying degrees of contract and agreement negotiation experience.| Exceptional time management skills, including the ability to multitask, organize, and manage a broad range of projects in a busy, deadlinedriven work environment.| Strong communication skills with a proven ability to articulate complex contracts concepts in a simple, meaningful fashion.| Skilled supervisor and coach, able to motivate or inspire both junior and senior staff.| Ability to handle sensitive information and maintain confidentiality with discretion and good judgement.| Selfmotivated to learn new concepts and participate in new projects.|
Juris doctor degree| Certified Research Administrator (CRA); Certified Federal Contracts Manager (CFCM); or Certified Professional Contracts Manager (CPCM)| Knowledge of research compliance, including the protection of animal and human research subjects, Financial Conflict of Interest (FCOI), and Responsible Conduct of Research (RCR)| Experience working in higher education.
