Assistant Director of Procurement for Capital Construction
Job Description
The Assistant Director of Procurement for Capital Construction provides leadership, oversight and support to a team of buyers responsible for all procurement functions related to acquiring capital construction services (new construction and renovation projects valued over $3M) and related professional services associated with major construction projects. This position requires extensive collaboration with direct reports, facilities, contractors, and finance and business stakeholders. Strong project management and communications are key to this role. The Assistant Director will ensure the unit’s compliance with the laws of the Commonwealth of Virginia and Virginia Higher Education Procurement Guidelines and university policies and procedures. This position serves as a valuable member of the leadership team within VT Procurement and will work closely with the university’s administration, the university’s government relations staff regarding legislative matters and the university legal counsel to finalize and execute complex agreements and contracts.
Required Qualifications
Significant professional experience in the field of procurement and contracting of multiple, complex, high-dollar products and contracted services. Professional experience sourcing facilities and construction spend categories or working directly in the construction industry with relevant experience that can transfer to the duties of this position.
Successful professional experience in positions where being highly organized, responsive, and deadline oriented was required and achieved.
Analytics, project planning, project execution and contract negotiation experience.
Excellent communication and interpersonal skills.
Experience with e-procurement technology, project management and scheduling software, spreadsheets, databases and collaborative technology like Google and Sharepoint.
Advanced Degree in finance, business, supply chain, construction management, architectural / engineering, or equivalent degrees or equivalent work experience.
Preferred Qualifications
Professional procurement credentials or certifications. Preferably Virginia Construction Contracting Officer certification (VCCO through Virginia Department of Engineering and Buildings) or a comparable professional certification from similar certifying agency or organization.
Experience in high level complex negotiations that resulted in legal contracts or complex agreements.
Familiarity with routine contract law and public procurement of multiple construction delivery methods including Design Bid Build (DBB), Design/Build (DB), and Construction Manager at Risk (CMAR).
Experience working in the construction industry, professional engineering or professional architects industries.
Managerial or supervisory experience.
Experience working with supplier diversity initiatives and promoting opportunities for Small, Woman Owned and Minority Owned businesses.
