Attorney Advisor
The Office of the General Counsel (GC) provides legal advice, counsel, and services to the Agency and its officials and ensures that USAID programs are administered in accordance with legislative authorities. GC serves as the Agency's chief legal officer and is the principal advisor to the administrator on Agency-wide policy matters. GC also advises on legal matters concerning the operation and administration of USAID programs, and on matters relating to legislation or proposed legislation affecting USAID.
As an Attorney Advisor, your duties may include:
- Providing legal advice and guidance to the Bureaus for Europe & Eurasia, Latin America and the Caribbean, and the Middle East (ELM);
- Interpreting and providing legal guidance concerning the following: the Foreign Assistance Act of 1961 (FAA), as amended; annual appropriations acts; other applicable legislation; applicable court and administrative decisions and government regulations, Executive Orders, Vienna Conventions and other international law, and USAID and Department of State policy and guidance;
- Endeavoring to protect U.S. Government interests and resolve legal issues while assisting the Bureaus and Missions in the field to design and implement foreign assistance activities;
- Assisting the ELM Bureaus in developing and negotiating public-private partnerships and arrangements and bilateral or trilateral agreements with other development partners;
- Responding to Congressional, Government Accountability Office, Inspector General, and public inquiries regarding USAID programming and policy in the ELM regions;
- Responding to inquiries and assignments from members of the Office of the General Counsel (GC) and providing legal guidance and support to 20+ Resident Legal Officers in the field overseas, providing training and updates, ensuring consistency and compliance with agency guidance; and
- Maintaining working relationships and working collaboratively to address legal issues and develop agreements with other U.S. Government agencies, the National Security Council and international institutions.
Requirements:
- United States Citizenship is required.
- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.
- Direct Deposit/Electronic Funds Transfer is required.
- You will be required to serve a one-year probationary period.
You must be a member in good standing of the bar of a state, the Commonwealth of Puerto Rico, or a territory of the United States.
