Utility Services Manager
- General Definition of Work
Performs difficult technical work overseeing utility service account activities including billing, collections and related customer service, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Finance. Divisional supervision is exercised over all personnel within the division.

- Coordinates, performs and supervises daily work activities of Utility Billing and Waste Management Division. Supervises and evaluates employee performance.
- Provides oversight of customer activity including billing, inquiries, delinquent accounts, new service and customer complaints.
- Maintains and performs all steps to bill utility customers.
- Reviews and balances all utility billing receivables and ability to compile, analyze and reconciles detailed financial data; ensures auditor is provided with year end balances and financial records.
- Makes provision for proper collection of current and final delinquent utility billing accounts; utilizes set off debt program and Virginia employment commission in collection of delinquent accounts. Attends collection meetings.
- Attends monthly meetings with Engineering, GIS and Public Works to keep updated on projects.
- Provides technical knowledge and support for billing software and automated meter reading software used in the Division.
- Maintains a strong working knowledge of software for online payment and inquiry. Utilizes Analytics to develop reports.
- Performs work that requires identification, research, knowledge, and analysis of the Land Management Application and works with the Town's GIS. Work with new permits, certificates of occupancy, etc. for new addresses/meter installs.
- Prepares and administers budget and CIP for the Utility Billing Division.
Education and Experience
Associates/Technical degree and moderate experience, or equivalent combination of education and experience.
Special Requirements
Fidelity Bond required.
Valid driver's license in the Commonwealth of Virginia with a satisfactory driving record.- Knowledge, Skills, and Abilities
Thorough knowledge of bookkeeping and financial principles and practices as they relate to utility office accounting; comprehensive knowledge of modern office management practices and procedures and of office equipment; ability to plan, organize, lay out, supervise and review the work of clerical employees; ability to maintain varied and complex records and filing systems and to prepare reports from such records; ability to establish and maintain effective relationships with customers, associates and the public.
- Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires sitting and occasionally requires standing, walking, climbing or balancing, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data,
