General Definition of Work

The Transit Operations Specialist Performs intermediate skilled administrative and operations support for the Operations Division and Human Resources Generalist.  Maintains files and databases, organizes and documents meetings, and assists with dispatching, shift changes,  and related work as apparent or assigned.  Assists the Human Resources Generalist with outreach at hiring events and administrative tasks related to hiring and onboarding such as scheduling interviews, reference checks, etc. Work is performed under the supervision of the Operations Manager. This position is not classified as an essential position during designated planned or unplanned events.


Shift: Monday - Friday 8 am - 5 pm

Essential Functions

  • Supports Operations staff with administrative duties such as maintaining files and databases, organizing and documenting meetings, conducting shift changes, dispatching and other related tasks
  • Manages, organizes and prepares Operations Division meeting minutes
  • Maintains shared calendars and pingboard with approved time off within the Operations Division
  • Enters data for operators/staff in TED/employee tracking system, monitors performance and safety points and notifies the HR Generalist/Operations Manager when disciplinary thresholds are surpassed
  • Assists HR Generalist with administration duties related to hiring and onboard: scheduling interviews, conducting reference checks, preparing new hire paperwork packets, etc.
  • Assists with outreach at hiring events
  • Conducts Downtown mail run as necessary
  • Conducts employee satisfaction surveys and/or “stay” interviews 
  • Maintains and orders office supplies. Conducts research and procurement of small purchases necessary
  • Maintains training certifications for Operations Division staff
  • Takes pictures of new staff, updates and maintains the picture board/Pingboard

Knowledge, Skills, and Abilities

  • Thorough knowledge of standard office practices, procedures, equipment and administrative support techniques
  • Thorough knowledge of business English, spelling and arithmetic
  • General knowledge of departmental programs and policies
  • Ability to make arithmetical calculations
  • Ability to follow oral and written instructions
  • Ability to read and understand detailed and complicated policies, procedures and materials that contain specialized words and phrases
  • Ability to operate a variety of office equipment to produce complex/technical documents
  • Ability to establish and maintain effective working relationships with public officials, associates and the general public

Education and Experience

High school diploma or GED Certification required and 1-3 years of experience in customer service, office administration, or equivalent combination of education and experience.


Special Requirements

Valid driver’s license in the Commonwealth of Virginia with a satisfactory driving record.  

Physical Requirements

  • This work requires the occasional exertion of up to 10 pounds of force
  • Work frequently requires standing, walking, sitting and occasionally requires stooping, kneeling, crouching, or crawling, reaching with hands and arms, pushing or pulling and lifting
  • Work has standard vision requirements
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word
  • Hearing is required to recognize information at normal spoken word levels
  • Work requires operating machines, motor vehicles or equipment and observing general surroundings and activities
  • Work has no exposure to environmental conditions
  • Work is generally in a moderately noisy location (e.g. business office, light traffic)
