Transit Maintenance Manager
- General Definition of Work
The Transit Maintenance Manager performs complex technical and administrative work planning, directing, coordinating, and supervising Transit Maintenance Services staff, preparing and maintaining records and files for vehicles, facilities and grounds, and other related work as apparent or assigned. Work is performed under the supervision of the Director of Transit. Supervision is exercised over all assigned staff. This position is classified as an essential position during designated planned and unplanned events.
Shift: Monday - Friday 8:00 am - 5:00 pm

- Manages and directs division staff; oversees daily activities
- Manages the repair and maintenance of revenue vehicles, support vehicles, and equipment used in Transit operations
- Prioritizes, implements, and manages work schedules, projects, and assignments; oversees preventive maintenance program for Transit vehicles
- Manages the repair and maintenance of buildings and grounds
- Manages and oversees vendor contracts for maintenance and repairs of buildings and grounds
- Ensures compliance with safety guidelines/parameters, inspection, and repair protocols for major components to include, mechanical, electrical, HVAC, structural and buildings and grounds maintenance; oversees preventive maintenance program for major components
- Coordinates with the Operations department to ensure that an adequate number of vehicles are ready for daily system needs
- Oversees inspection and reporting with regard to the Transit Asset Management plan conducting facility assessments as necessary/required
- Supervises and evaluates personnel ensuring that maintenance personnel comply with policies and procedures, maintain required credentials, and receive training that will enhance job performance
- Responsible for identifying training requirement and opportunities for maintenance staff to ensure they remain current on new technologies and best practices as well as preparing staff for future advancements in the transit bus/fleet industry
- Develops annual division operating and capital budgets and monitors expenditures
- Works with Town of Blacksburg Purchasing Division to ensure proper purchasing procedures are followed
- Reviews maintenance-related records and reports; reviews payroll records and scheduling
- Plans for future vehicle, facility, and equipment replacements and upgrades
- Develops project descriptions, cost estimates, specifications, and other required information
- Monitors vehicle manufacturers and performs in-plant inspections of new buses prior to delivery; ensures compliance with FTA regulation to include Buy America provisions; works with various vendors and suppliers to ensure proper support
- Oversees and manages the implementation of BT’s Fleet Management Plan, including the transition of the fleet to electric vehicles
- Monitors, analyzes, and evaluates emerging technologies and advancements within the transit bus/fleet industry; working to ensure that BT is planning and preparing for implementation of future technologies/advancements if and when appropriate
- Oversees State Inspection program; ensures compliance with EPA, DEQ, and OSHA and other relevant regulations; maintains required inspections and repairs for safety-critical equipment
- Responsible for identifying safety requirements for maintenance staff and work in coordination with Transit’s Safety Coordinator to implement and ensure safety policy and protocols are enforced and followed by division staff
- Knowledge, Skills, and Abilities
- Thorough knowledge and technical competence in light/medium/heavy vehicle repair and preventive maintenance
- Basic technical and repair knowledge of facility maintenance processes
- Thorough knowledge of the hazards and safety precautions of large scale operations
- General knowledge of business practices applicable to public transit system management
- Ability to plan and supervise the work of others, including supervisory personnel
- Ability to establish and maintain standard effective working relationships with public officials, associates and the general public
- Ability to communicate ideas effectively both orally and in writing
Education and Experience
High school diploma or GED certification required and considerable experience in transportation maintenance and facility maintenance including 1-5 years of supervisory experience, or equivalent combination of education and experience.
Special Requirements
- Valid commercial driver's license (Class B with Air Brakes and P endorsement) in the Commonwealth of Virginia with a satisfactory driving record
- This is a safety-sensitive position subject to drug and alcohol testing guidelines as set forth by the Federal Transit Administration and the US Department of Transportation in 49 CFR Part 40, and Part 655, as amended.
A pre-employment drug screening is required.
- Physical Requirements
- This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force, and occasional exertion of up to 100 pounds of force
- Work regularly requires standing, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires walking, pushing or pulling and lifting and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling and smelling
- Work has standard vision requirements
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word
- Hearing is required to perceive information at normal spoken word levels
- Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities
- Work regularly requires exposure to fumes or airborne particles, frequently requires working near moving mechanical parts, exposure to toxic or caustic chemicals and exposure to vibration and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to outdoor weather conditions, exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment
- Work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic)
