Senior Town Engineer- Construction Manager
- General Definition of Work
The Engineering & GIS Department is seeking an innovative, enthusiastic, collaborative team-member for the position of Senior Town Engineer- Construction Management. This position will provide general civil and environmental engineering services for Town facilities and infrastructure with a focus on construction management on Town Capital Improvement Program projects. This position performs complex professional and administrative work addressing laws and regulations relating to infrastructure construction, conducts engineering studies, prepares engineering design and cost estimates for public works and public utilities projects, oversees construction inspection activities, prepares and maintains engineering plans, records and files, and performs related work as apparent or assigned. The Senior Town Engineer for Construction Management coordinates the Interdepartmental Transportation Work group. Work is performed under the general direction of the Director of Engineering and GIS.
Shift: Monday - Friday 8:00 am - 5:00 pm

- Performs project management functions for the Town’s Capital Improvement projects including basic accounting functions to track budget, encumbrances, available funds, and payments. This includes managing federally funded transportation projects.
- May serve as Erosion and Sediment Control Program Administrator, and Town liaison to State and Federal regulators
- Manages securities provided to the Town for private development projects
- Manages the collection of construction inspection fees for private development projects
- Reviews, approves, and manages excavation permits for Utilities operating in the Town’s right of way
- Reviews, approves, and manages road closure permits for work in the Town’s right of way
- Performs subdivision and site plan review with an emphasis on erosion and sediment control, traffic engineering, and access management requirements
- Assists Public Works with project design and construction issues
- Oversees the Town’s Bridge inspection program
- Provides review on rezoning and conditional use permit applications
- Knowledge, Skills, and Abilities
- Thorough knowledge of modern methods and techniques as applied to the design, construction, and maintenance of public works and utility facilities
- Thorough knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned
- Thorough knowledge of modern methods and techniques as applied to the design, construction, and maintenance of public works and utility facilities
- Thorough knowledge of land and engineering survey systems, methods, and techniques
- Ability to instruct and supervise subordinate personnel in proper work methods
- Ability to express ideas clearly and concisely, orally and in writing
- Ability to prepare technical reports
- Ability to establish and maintain effective working relationships with Town officials, employees, contractors, State and Federal officials and the general public
Education and Experience
- Bachelor's degree with coursework in Civil Engineering, Project Management, or related field, and considerable experience in engineering design and construction
- Or Equivalent combination of education and experience
Special Requirements
- Erosion and Sediment Control Program Administrator and Plan Reviewer Certification within one year of hire
- Work Zone Protection certification within two years of hire
- Professional Engineer’s license within one to two years of hire
- **Candidates with 3-5 years of experience who do not possess Professional Engineer License will be considered for Engineering II position with annual salary range of $64,566 to $71,286
- Obtain certification to administer federally funded transportation projects through VDOT’s Locally Administered Projects Qualification Program within one year of hire
- Valid driver's license in the Commonwealth of Virginia, as well as a satisfactory driving record
- Physical Requirements
- This work requires the frequent exertion of up to 50 pounds of force
- Work regularly requires speaking or hearing, using hands to finger, handle or feel, climbing or balancing and repetitive motions, frequently requires sitting, reaching with hands and arms, pushing or pulling and lifting and occasionally requires standing, walking and stooping, kneeling, crouching or crawling
- Work has standard vision requirements
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly
- Hearing is required to perceive information at normal spoken word levels
- Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities
- Work frequently requires exposure to fumes or airborne particles and exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to the risk of electrical shock, exposure to loud mechanical high decibel noises, exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment
- Work is generally in a moderately noisy location (e.g. business office, light traffic)
