Public Works Superintendent - Street Division
- General Definition of Work
The Public Works Superintendent for the Streets Division, performs skilled technical and administrative tasks related to the planning and operations of various public works construction and maintenance programs including coordinating and supervising activities of the public works street division field crews. As a senior level management position, areas of oversight include street and sidewalks, storm sewer and drainage facilities, traffic signs and signals, and town cemetery operations. The Superintendent will be working under the general direction of the Director of Public Works and may serve as Acting Director of Public Works and perform related duties as required.

- Assists with planning and implementing services related to streets, sidewalks, traffic signals, storm drainage, and other related public works operations
- Plans and monitors activities to meet the goals and objectives of the department
- Coordinates public works activities with other departments and agencies
- Recruits and selects department personnel
- Assigns, directs, trains, and inspects the work of assigned staff
- Coaches and evaluates the performance of assigned personnel; recommends reward, transfer, promotion, and disciplinary actions
- Organizes work to be done and plans work schedules
- Determines staff and equipment assignments and oversees the work of crews engaged in maintenance and repair activities and ensures crews work in a safe manner
- Inspects jobs assigned for completeness and accuracy and conformance to standards
- Performs administrative duties to include review of time sheets and payroll
- Responds to citizen complaints and inquiries concerning division operations, policies, and procedures
- Prepares and maintains construction, labor, materials, equipment, etc. records and files
- Prepares Requests for Proposals, technical specifications, and bid documents
- Coordinates and plans employee safety and training programs
- Directs snow and ice control activities
- Knowledge, Skills, and Abilities
- Thorough knowledge of public works and the principles of maintenance administration and operations
- Thorough knowledge and hands-on experience with asphalt paving, concrete construction, and storm sewer repair and maintenance methods
- Thorough knowledge of the occupational hazards and necessary safety precautions of the work
- General knowledge of traffic signalization and roadway signage
- Ability to lead, motivate, and plan the work of multiple work crews effectively
- Ability to prepare technical reports
- Ability to present ideas effectively both orally and in writing
- Ability to communicate appropriately with courtesy and tact in dealing with the general public
- Ability to establish and maintain effective working relationships with associates, government officials, contractors and the general public
Education and Experience
- High School Diploma or GED Certification required
- Minimum ten years experience in public works maintenance or construction work, including some supervisory experience, or equivalent combination of education and experience
Special Requirements
- Possession of Workzone Traffic Control and Responsible Land Disturber certifications within six months of hire date
- Valid driver's license with a satisfactory record in the Commonwealth of Virginia
- Physical Requirements
- This work requires the occasional exertion of up to 50 pounds of force
- Work regularly requires speaking or hearing, frequently requires walking, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, sitting, stooping, kneeling, crouching or crawling, pushing or pulling and lifting
- Work has standard vision requirements
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly
- Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound
- Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices and observing general surroundings and activities
- Work frequently requires working near moving mechanical parts and exposure to outdoor weather conditions
- Work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic)
