General Definition of Work
Performs advanced skilled technical and administrative work planning, coordinating and administering the Public Works employee occupational safety and emergency response programs; conducts field inspections, ensuring safety regulations are followed; provides analysis of departmental needs including safety/emergency management problem identification and data-driven system analysis; prepares and maintains records and files; prepares reports, and related work as apparent or assigned. Work involves setting safety and emergency management policies and goals under the direction of the Director of Public Works.

Essential Functions
- Monitors departmental safety, labor, equipment, and material resource distribution for performance measurement
- Develops, plans, coordinates and administers the Public Works emergency management and employee occupational safety programs, policies and procedures through the Director of Public Works
- Conducts safety programs to ensure that the Town complies with State and Federal safety regulations; coordinates OSHA and other health training programs for department employees
- Conducts site inspections of Town operations to ensure regulatory compliance
- Plans, develops, and recommends updates and modifications to the emergency management program
- Ensures compliance with the Occupational Safety and Health Act
- Leverages emerging mobile technology to facilitate the public works mission and need for accurate data collection
- Assists the Human Resource Officers Manager in occupational safety related matters to include accident/incident investigation, review and assessment of injury and illness data, safety committee activities, and safety promotions
- Establishes and executes an occupational safety budget to include requesting and executing occupational safety grant programs
- Prepares and maintains records and files on job related injuries
- Maintains records of all personnel injuries; makes reports of injured personnel
- Interacts with law enforcement, EMS, fire and other response entities
- Required to work outside normal work hours in emergency and on-call situations

- Requires general understanding of the principles and practices of maintenance, construction, and repair work as it relates to the work of the Public Works department
- Working knowledge of the equipment and materials necessary to perform the general work and services of the department
- Ability to communicate effectively and clearly orally and in writing with others of varying technical expertise
- Project management experience
- Applied data analysis experience
- Ability to speak to large groups
- Ability to enter and exit confined spaces
- Thorough knowledge of all aspects of emergency management and occupational safety is required
- Must have the ability to plan, coordinate, develop, and execute both programs to include a supporting training and budget plan
- Knowledge of applicable regulations regarding OSHA/VOSH safety law and FEMA/VA Emergency Management/Response law and policies is necessary
- Above average computer skills to include word processing, spread sheets, data base management, computer presentation, and multimedia content development/presentations
- Above average verbal and written communication skills
- Ability to conduct detailed assessments and articulate those assessments into viable planning, mitigation, and response programs
Education and Experience
- Bachelor's degree and five (5) years of progressively responsible experience in emergency management and industrial safety programs, or the equivalent combination of education and experience
- Experience working within a public works department environment is preferred
- Experience with vehicle telematics system devices and software is a plus
Special Requirements
- Possession of or ability to obtain heavy technical rescue in trench and confined space certification within six months of employment
- A valid driver’s license from the Commonwealth of Virginia and a good driving record are required

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires standing and walking and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires working near moving mechanical parts and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to the risk of electrical shock; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
