Housing & Community Development Initiatives Manager
- General Definition of Work
- Develops and implements housing and community development policy and strategies. Performs professional and administrative work initiating, managing and directing housing and community development projects, ensuring compliance with local, State and Federal rules, regulations and policies, overseeing the preparation and maintenance of required reports, records and files, and related work as apparent or assigned. Supervises the Housing and Community Development Grants Coordinator. Work is performed under the limited supervision of the Assistant to the Town Manager.

- Initiates, directs and manages housing and community development projects
- Underwrites projects to ensure compliance with regulations and long term viability; analyzes and evaluates financial performance
- Provides direction, technical assistance and support to local jurisdictions in the New River Valley (NRV) in the development of affordable housing
- Develops and implements housing and community development policy and strategies in collaboration with regional partners
- Develops new methods and opportunities to leverage funds and increase organizational resources
- Provides capacity building for affordable housing developers in the NRV
- Generates and implements innovative projects to address community needs
- Serves on the leadership teams of the NRV Livability Initiative and NRV Aging in Place Leadership Team
- Prepares draft legal documents for loans and grants; works with attorneys to finalize documents
- Develops program policies, guidelines and implementation procedures
- Provides direction and staff support to NRV HOME Consortium; prepares board materials and facilitates meetings
- Researches potential sources of grants and loans; prepares applications
- Coordinates and assists with the general administration of HOME and CDBG funds
- Prepares requests for proposals or alternative funding application procedures
- Prepares reports and correspondence; oversees the preparation and maintenance of required records and files
- Makes oral presentations to community groups and local governments
- Knowledge, Skills, and Abilities
Knowledge of Federal and State affordable housing and community development programs and related funding applications and administration; knowledge of the Federal and State laws and regulations governing the implementation and administration of various housing and community development programs; knowledge of affordable housing and community development finance practices; ability to write clear and concise reports, memoranda, directives and letters; ability to analyze complex problems and develop comprehensive plans from general instructions; ability to be proactive and develop new initiatives; ability to establish and maintain effective working relationships with local, State and Federal officials, associates and the general public.
Education and Experience
Bachelor's degree with coursework in public administration, business, project management, or related field and considerable experience in community development and affordable housing development programs, or equivalent combination of education and experience.
Special Requirements
Valid driver's license in the Commonwealth of Virginia and a satisfactory driving record

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
