The Director of Data Services is accountable as for setting the vision, strategy and focus of the Data Services department which is comprised of one or more teams. The Director provides leadership for developing and operating an enterprise data governance program to include a data governance decisioning framework; metadata and reference data governance practices; data quality assessment and monitoring procedures; and data standards and guidelines. The Director also provides leadership for the strategic planning, vision, and execution of the business intelligence and analytics solutions and platform. The Director partners with IT teams and other stakeholders to ensure alignment with enterprise standards, architecture principles, and approved target states and patterns. The Director reports to the CIO and is a member of the IT senior leadership team.

RESPONSIBILITIES & SCOPE
- Establishes the Data Services function within the IT organization, including needed skillsets and appropriate staffing to provide the stated essential functions as well as deliver under the stated responsibilities and scope. This is an opportunity to create and lead a forward-looking data services function to better serve TNC's conservation mission.
- Creates and executes a multi-year future state data vision including architectural blueprint(s), strategy(s) and roadmap(s) in collaboration with the appropriate business and IT stakeholders. Key components of the strategy will be expected to include people, process, standards and technology for data architecture, data lifecycle management, data sourcing, data analytics and governance.
- Provide leadership for developing and operating the data governance decisioning framework; metadata and reference data governance practices; data quality assessment and monitoring procedures; and data standards and guidelines.
- Own and manage the data governance practices and processes across the organization while also leading a team dedicated to improving data quality, consistency, visibility, understandability, and privacy throughout the data landscape.
- Drive adoption of Data Governance program, including the roll out of data governance roles and responsibilities across the enterprise
- Establish and chair a governance council comprised of business stakeholders, data owners, data stewards, and data architects to drive data adoption, operational efficiency and data management.
- Design and implement a data governance structure that enables Master Data Management (MDM) to produce data that are understood, trusted, controlled and purposeful.
- Be the voice of data in IT architecture conversations and/or where initiatives include applications involving data and know when to bring in the enterprise data stewards
- Document and maintain metadata assets such as data lineage, data dictionary, data profiling to support and data cataloging and encourage data usage by business users
- Create data governance policies and procedures regarding data quality, privacy and usage to utilize data assets effectively and efficiently across the enterprise
- Establish and maintain enterprise data quality standards and data dictionaries and be accountable, in liaison with the data owners, for data integrity at each step of the data life cycle.
- Create a structure, roles and responsibilities, and processes for the management of data quality and resolve issues raised by domain experts in the business.
- Implement measures to improve data quality and increase business efficiency.
- Work closely with Information Security, Compliance and Privacy, and Risk teams to implement appropriate information security and privacy policies and procedures
- Champions the advocacy and adoption of enterprise data assets for measurement, evaluation and learning
- Develop and implement operating and engagement model for incorporating data governance processes within project development and operations lifecycles
- Developing and delivering data governance program educational, awareness, and mentoring materials.
- Ensures a robust data analytics infrastructure is available and accessible to stakeholders to support strategic and operational planning and policy determinations while also balancing the free flow of data with the safeguards that are necessary to protect sensitive data.
- Performs other duties as assigned by the CIO.
Requirements:
- Bachelor's degree in Business Administration, Computer Science, Data Science, Information Science or related field, or equivalent work experience;
- 10 years of experience in master data management and data governance disciplines including metadata management; data quality analysis; data quality remediation; data profiling and data lineage
- Experience implementing data regulatory compliance programs such as CCPA and GDPR.
- Proven progressive leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts.
- 7 years of supervisory experience leading and collaborating with technical domain experts (data, technical, security, business, solution, etc.) to delivery cohesive solutions
- Experience in Agile/Scrum/Kanban supporting Agile efforts as well as knowledge of Continuous Delivery and DevOps practices.
- Excellent written, visual, and oral communication skills, ability to clearly and succinctly communicate with key business partners, including senior executives
- Experience managing annual budget planning activities and managing to establish budgets.
