SALARY: $42.21 - $51.45 Hourly

$3,376.80 - $4,116.00 Biweekly

The department is recruiting to fill a future vacancy and establish an eligibility list of qualified applicants for vacancies that become available within one year of the closing date of this job announcement. The department maintains the right to abolish the eligibility list at any time during the year and conduct another recruitment to establish a new eligibility list.

The Department currently has one (1) job opening for a Mental Health Assistant Director. The duties and requirements of the Mental Health Assistant Director position are listed below.

DEFINITION

Under the administrative direction of the Mental Health Director, supervises the Mental Health Division of the Health Services Agency. Serves as the Division Director during the Mental Health Director's absence. Coordinates public relations efforts; develops funding resources and manages the division budget. Performs related administrative and professional work as required.

Manages and directs the daily activities of the Division through appropriate delegation, managerial support, and work supervision.
Assesses County mental health service needs; plans, implements and supervises mental health services and programs to meet such needs; in cooperation with other division directors coordinates integrated services among all divisions.
Monitors operations and procedures; evaluates division and program issues, and recommends and implements solutions.
Assists in establishing agency goals, policies and procedures in compliance with all applicable laws and regulations; evaluates new laws and their potential impact on the County.
Supervises, advises, consults with and evaluates the work of Mental Health Division supervisory personnel and contract employees to ensure effective division operations and quality client services and care.
Designs, implements, monitors and evaluates the effectiveness of clinical, outreach and special service programs.
Provides oversight and direction to mental health services for outpatient, acute hospital units, long-term locked care and psychiatric skilled nursing facilities; medication support services involving nursing and psychiatry staff; day treatment programs; crisis stabilization services and case management services.
Consults with other County departments and outside agencies as assigned in problem resolution, program development and other services and activities involving mutual clients.
Provides training to agency staff members regarding specific mental health theories and treatment procedures.
Provides information to organizations and other agencies regarding mental health issues and programs.
Assists in the development of the division's annual budget; evaluates the need for, and recommends purchases and expenditures. Assists with the solicitation of grant funds and other revenue from various agencies.
Prepares administrative, fiscal and technical reports as required.
Reviews and ensures the accurate and timely preparation of client records and charts, and service delivery billings.
Receives and responds to inquiries, concerns and complaints regarding service delivery.
Participates in the selection and development of alternatives or additions to physical facilities; oversees building maintenance functions.
Performs various administrative duties as necessary, including preparing comprehensive reports and correspondence, analyzing statistical data for reports, attending and conducting meetings, reviewing mail, etc.
Oversees grants and special programs, assuring compliance with standard utilization of best practices and evaluation methods.
Oversees the quality assurance programs.
Pursues funding sources for new programs and assists in the preparation of grant application related documents.
Coordinates the development and monitors the progress of the Mental Health Division strategic plan.
Meets regularly with supervisors to offer support and guidance; analyzes and evaluates issues and proposals, develops recommendations, and directs the implementation of solutions.
Initiates and monitors contracts necessary for the division operations.
Will meet department standards for productivity and related documentation requirements for third party reimbursement.
Receives and verifies payroll records for assigned staff and forwards to payroll.
Participates in the hiring of new personnel, arranges for and provides new employee orientation, recommends disciplinary action and resolves staff conflicts as needed.
Ensures program level compliance with all provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) within assigned programs.
Ensures compliance with all relevant laws and regulations regarding confidentiality within assigned program areas.
Reports documented or suspected abuse and neglect as mandated by law.
Performs related work as required.

EDUCATION, EXPERIENCE & LICENSES:

Education & Experience:

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of twelfth (12th) grade and graduation from an accredited four-year college or university with a Master's degree in social work or related field.
Three (3) years of progressively responsible experience in a mental health setting including three (3) years of supervisory experience.
Other combinations of education and experience may be considered.
License & Special Requirements:

Requires a valid California driver's license.
Must be a Licensed Clinical Social Worker or a Licensed Marriage Family Therapist or a Licensed Clinical Psychologist;
Must complete periodic continuing education coursework as required to maintain active licensure.
Must possess, or be willing to obtain, a national provider identifier (NPI).

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle, and to visit various County and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. This position may require stamina for long distance or all-day driving of vehicle. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects, up to 30 pounds, as necessary to perform job functions.

WORKING CONDITIONS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and potential exposure to hazardous physical substances. Tasks may require exposure to illness/disease, work related stress and hostile clients. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

The department currently has multiple vacancies. In addition, Tehama County is establishing an eligibility list to fill future vacancies for a Mental Health Assistant Director as well as subsequent vacancies which occur during the life of the eligibility list.
