Job Description:
The State University of New York at Old Westbury is seeking a Director of Facilities Operations. Under the direction of the Vice President for Business & Finance and Chief Financial Officer, the Director of Facilities Operations will direct the campus Facilities Operations. These areas include Maintenance and Trades, Custodial Services, Heat Plant, General Services (Grounds, Transportation & Mail Room/Receiving), Environmental Health and Safety and Code Compliance. The Director of Facilities Operations is full-time, twelve (12) month Management Confidential position.
Functional Responsibilities
- Provides leadership and general direction for the Facilities Operations unit, assisting in the development of campus policies and procedures related to these functions.
- Works in conjunction with Central Administration offices, the SUNY Construction Fund, the Dormitory Authority, and major administrators of the campus in developing campus buildings and other facilities.
- Ensures that these facilities support and embrace the present and long-range, educational, and other campus programs.
- Advises and liaises with architects, engineers and construction firms during the design and construction stage of campus development.
- Serves on major campus committees.
- Keeps aware of the latest changes in the higher education campus -physical development area.
- Responsible for managing the work order system.
- Develops operating budget request and recommends priorities for departments and functions for which the position is responsible. Negotiates contracts and monitors expenditures to assure that funds are effectively and appropriately used.
- Participates in the development of long- and short-range facilities plans. Investigates and evaluates the immediate and long-range facility needs and requirements with assistance and advice from Assistant Directors and professional firms.
- Provides coordination between the maintenance and custodial services functions and campus departments. Promotes positive interactions between personnel and other divisions/departments of the campus. Coordinates the needs of these divisions/departments with the service providers.
- Develops and recommends a staffing and training plan to address the needs of the campus for maintenance of its facilities. Supervises and implements approved staffing and training plans.
- Provide expertise on campus capital projects and engage with the State University Construction Fund (SUCF) from design specifications to completion.
- Establishes recordkeeping system for the effective means of receipt and dispatch of maintenance and custodial services and facility improvement requests. Develops and implements use of logs and records necessary to provide positive control of flow and progress of work.
- Supervises staff and coordinates with professional firms who evaluate scope of campus projects, prepares cost estimates and alternatives. Supervises staff that provides technical assistance throughout process for bids or professional service contracts. Represents college in negotiations with vendors and contractors.
- Implements process for the selection of consultants for college capital and facilities projects. Consults with, or supervises staff that consults with architects, engineers, and college departments in the planning and development of major new construction or renovation/refurbishment of existing facilities.
- Establishes procedures for the safe and efficient operation of the College's maintenance and custodial services operations including procedures to ensure compliance with applicable federal, state, and local codes and regulations and other codes and regulations which may apply.
- Oversees Campus Code/Project Coordinator who prepares technical specifications for materials and services required for campus operations.
- Plans and directs energy conservation program and other programs/procedures to reduce operations costs including preventive maintenance programs, contracts and procedures and manages campus utility budget.
- Supervises Assistant Directors who acts as college liaison with federal, state, and local agencies, companies and contractors on technical matters affecting college facilities management.
- Directs the management of the campus transportation and motor vehicle fleet.
- Directs the operation of the college's waste management and recycling programs.
- Provides for effective emergency or crisis response in matters related to campus facilities.
- Inspects specific facility-based projects and monitors progress, completion dates, financial impacts, and regulatory compliance with occupational standards, codes, and specifications.
- Demonstrates competence complying with regulatory agencies such as, but not limited to, NYS Fire Marshal, DEC, EPA, etc.
- Attends professional development programs, workshops, and seminars to remain up to date on topics related to facilities management operations on governmental codes, rules and regulations and other subjects related to campus operations.
- Performs other related duties as assigned.
- Proven ability to manage and direct multiple, unrelated areas in a public institution setting.
- Ability to plan, organize, coordinate, direct and control all aspects of campus facility operations services activities.
- General knowledge of all phases in relation to all facilities operations.
- Strong interpersonal skills: ability to supervise, manage and evaluate staff; ability to collaborate with unionized staff, outside engineers, architects, contractors, and other representatives of trades in management of construction and renovation projects.
- Ability to effectively organize and direct personnel during crisis or emergency situations.
- Ability to represent the college effectively and appropriately in interactions with internal and external individuals, organizations, and agencies.
- Ability to review and evaluate problems and to identify and implement creative solutions.
- Ability to communicate effectively, verbally and in writing.
- Willingness to participate in professional development to keep up to date in technical skills and changes in codes and regulations.
- Must be able to ensure the coordination of staff/individuals/departments to assure the timely and satisfactory completion of significant changes and improvements to the campus.
- Able to work safely with and near moving and working equipment.
- Physical condition commensurate with the demands of the position.

Requirements:
Minimum Qualifications:
- Minimum of a Bachelor's degree in a related discipline or an equivalent combination of degree and related work experience required.
- Minimum of seven (7) years of experience in facilities management in educational, hospital, governmental, or not-for-profit institutions. Significant and major experience in physical facilities operations to include three (3) years as mid-to-executive level in supervisory management positions.
- Strong ability to supervise and develop personnel.
- Excellent interpersonal, communication and computer skills.
- Proven track record of outstanding customer service and service assessments and improvements.
- Must have and maintain the appropriate valid NYS driver's license and have a motor vehicle record which is free from major violations or a pattern of repeat violations.
- Experience working with and managing a diverse, multicultural employee population.
- Bachelor's degree in engineering or business-related discipline preferred. Master's degree in Business Administration highly desirable.
- Ten (10) years of experience in facilities management, in educational, hospital, governmental, or not-for-profit institutions. Significant and major experience in higher education-campus physical facilities; to include five (5) years as mid-to-executive level in supervisory management positions.
- Certifications in Facilities such as Certified Plant Engineer (CPE), Certified Facility Manager (CFM), or other related engineering/facilities designations.
- Proven background in performing assessments on staff and operations.
- SUNY or CUNY background and experience.
- Experience working with and managing a diverse, multicultural employee and student body population.
