- GENERAL DESCRIPTION
- Performs complex professional, administrative, and managerial work. Plans and directs the activities of the Zoning Division within the Department of Community Development. Functions as Zoning Administrator for site development review, building permits, and review of special use permits and zoning amendments. Acts as a technical advisor on planning, zoning, and development issues to the County Administrator, Board of Supervisors, Planning Commission, Board of Zoning Appeals, and other County agencies as requested. Coordinates activities with appropriate local, state and federal agencies. Does related work as required.
- ESSENTIAL JOB FUNCTIONS
- Coordinates and supervises programs, activities and staff assigned to the Zoning and Development Division within the Department
- Ensures high levels of customer service in the daily activities of the division.
- Prepares work programs, assigns schedules, reviews completed work, and supervises the preparation and maintenance of necessary records and reports
- Coordinates work schedules and project management with other divisions within the Department of Community Development
- Oversees and manages the review of various applications including site development review, rezonings, special use permits, variances, zoning amendments and comprehensive plan amendments.
- Assists with administrative tasks including personnel and budget administration
- Provides technical advice to the Planning Commission, Board of Supervisors and the County Administrator.
- Appears before the Planning Commission, Board of Zoning Appeals, other County departments, public agencies, civic organizations and media groups to present, discuss, or interpret specific planning programs, policies and ordinances.
- Prepares codes, reports and ordinances for consideration by the Planning Commission and the Board of Supervisors.
- Interprets Zoning Ordinance and renders rulings, decisions and interpretations on zoning matters.
- Evaluates and recommends improvements to the development review process.
- Assures compliance with proffered conditions and special use permit conditions.
- Provides technical expertise, oversight and guidance to staff for investigation of zoning and code complaints and resolution of zoning and code violations.
- Prepares technical letters, staff reports and board reports.
- Researches and evaluates zoning text amendments.
- Maintains official zoning map and the County's zoning information.
- May serve as Deputy Director of Planning in his/her absence.
- REQUIREMENTS/PREFERENCES
- EducationRequired: Bachelor's degree from an accredited college or university with major course work in urban and regional planning, geography, civil engineering or a related field.Preferred: Masters Degree in planning, geography, civil engineering, or a related field.ExperienceRequired: Seven (7) years experience in zoning administration, development review, code enforcement, planning or engineering. At least three years of supervisory experience.Preferred: Supervisory experience in community development.Certifications/ LicensesRequired: Possess a valid Virginia driver's license and have a good driving record.Preferred: Certified Zoning Administrator (CZA) by the Virginia Association of Zoning Officials and as a Combined Administrator by the Virginia Department of Conservation and Recreation (DCR).Knowledge, Skills and Abilities
- Comprehensive knowledge of the principles and practices of planning and zoning as applied to the interpretation and administration of ordinances and local codes.
- Thorough knowledge of the laws and ordinances affecting the planning, development and zoning process.
- General knowledge of civil engineering, GIS, stormwater management, and local, state and federal environmental regulations including Erosion and Sediment Control.
- Ability to independently analyze complex zoning and land development problems and situations and ability to adopt quick, effective and reasonable courses of action.
- Ability to prepare and interpret ordinances and codes related to development of the County.
- Ability to present technical information clearly and concisely, orally and in writing to professional and nonprofessional groups.
- Ability to supervise the work of professional staff.
- Ability to establish and maintain effective working relationships with staff, elected and appointed officials, other agencies and the public.
- Demonstrated organizational skills and the ability to lead in a participatory and collaborative manner.
