Stormwater Inspector (Open Until Filled)
- GENERAL DESCRIPTION
Performs responsible technical work involving inspection of active construction projects for compliance with Virginia's Erosion and Sediment Control and Stormwater Management Programs; this work includes the inspection of public and private stormwater facilities (ex., ponds), storm drainage pipe systems, erosion and sediment control measures, and pollution prevention/good-housekeeping measures to assure compliance with County and State codes, ordinances, regulations, and approved construction plans. Also conducts illicit discharge detection and stormwater outfall inspections. Performs other duties as assigned.
- ESSENTIAL JOB FUNCTIONS
- Inspects erosion and sediment control measures on active construction projects and enforces Roanoke County's Erosion and Sediment Control (ESC) Ordinance.
- Inspects active construction sites for compliance with the Virginia Stormwater Management Program (VSMP) permit requirements.
- Inspects construction of stormwater systems, best management practices (BMPs), maintains as-built records, and enforces Roanoke County's Stormwater Management Ordinance.
- Inspects storm drainage system outfalls to locate illicit discharges.
- Investigates and resolves complaints regarding illicit discharges into the storm drainage system.
- Performs daily recordkeeping with both computers and an iPad
- Adheres to all safety and housekeeping standards established by the County
- Provides technical expertise to contractors and other stakeholders regarding Stormwater Pollution Prevention Plans (SWPPPs), construction-related good housekeeping and pollution prevention techniques, Spill Prevention Control and Countermeasure (SPCC) plans, and the VSMP, ESC, and MS4 programs.
- REQUIREMENTS/PREFERENCES
- EducationRequired: Bachelor's degree in civil engineering, biology/ecology, soil science, hydrology/hydraulics, forestry, environmental science/engineering, geology, aquatic ecology, environmental law or related discipline or any equivalent combination of training and experience which provides the required skills, knowledge, and abilitiesExperienceRequired: Three (3) or more years of experience as a stormwater, erosion control, or similar environmental inspector
Certifications/ Licenses- Required: Certification from Virginia DEQ as an Erosion and Sediment Control and Stormwater Management Inspector.
- Required: Valid Virginia driver's license with good driving record.
Knowledge, Skills and AbilitiesAdditional Requirements- Extensive knowledge of stormwater management, erosion and sediment control, construction materials, practices and equipment.
- Ability to read and understand various forms of construction, utility, and engineering plans; ability to provide sketches; ability to keep good records; and ability to maintain effective and courteous relationships with contractors, the public, and fellow employees.
- Skills in basic math, reading, and technical writing, and use of Microsoft Office software, especially Word and Excel.
