Performs difficult professional and management work overseeing program and facility operations of the Parks, Recreation, and Tourism Department through a large part-time workforce. Manages and oversees the planning, organizing and implementation of recreation programs and services for all ages and abilities in parks and recreation centers. Supervision is exercised over employees involved in the recreation division. Develops and manages very specialized operations for outdoor adventure programs and facilities. Performs other duties as assigned.

  • Directs and supervises a comprehensive recreation program through facilities, parks and special events.
  • Prepares and manages budgets and reports.
  • Develops SOPs, best management practices and trainings for recreation operations.
  • Oversees recreation program development that focuses on revenue growth.
  • Plans, assigns, and manages activities of assigned staff.
  • Oversees van transportation program for participants.
  • Performs special projects as required.
  • Oversees program & staff scheduling and staff recruitment.
  • Performs public relations activities through speeches and community presentations.
  • Works flexible schedules as needed including nights and weekends.
  • Operating programs and facilities in a cost recovery model.


Required: Bachelor's degree from an accredited college or university in Recreation or a related field.
Required: Five (5) or more years experience in recreation programming and management including experience in a responsible supervisory position.
Certifications/ Licenses
Required: Valid Virginia's driver's license with good driving record

Knowledge, Skills and Abilities

  • Thorough knowledge of all phases of outdoor adventure recreation, wellness, youth programming and special events;  recreation activities, administration, and budgeting; and of planning, organizing, and directing recreation programs in a cost recovery model.
  • Ability to communicate effectively, orally and in writing.
  • Ability to complete assigned projects.
  • Ability to monitor performance and objectives.
  • Ability to supervise and motivate a workforce that has very diverse recreational functions.
Additional Requirements
Subject to a complete criminal history and Child Protective Services background search with acceptable results.  Must be able to perform the job as described in the Physical and Environmental Demands section of this job description.
Supervisory Responsibilities
Supervises professional, technical and support staff assigned to the Recreation Division of Parks, Recreation & Tourism.
