Fire Inspector
- GENERAL DESCRIPTION
Performs responsible, technical and administrative services in four distinct areas of responsibility: education, engineering, enforcement and administration. Conducts inspections to enforce fire codes. Assists with inspections of new structures to insure compliance with current building codes, and conducts test/analysis of fire protection systems. Conducts fire scene and criminal investigations. Provides fire safety programs to the general public. Provides consultation service relating to fire protection/safety systems to other employees, professionals in the building trade, and the general public. May be required to perform fire suppression duties. The Fire Inspector will hold the rank of a Fire Lieutenant.
- ESSENTIAL JOB FUNCTIONS
• Keeps supervisor informed of controversial issues.
• Communicates effectively, orally and written, with diversified individuals and groups.
• Delivery of information, fire safety and prevention; consultation on codes and court testimony must be concise and comprehensible.
• Schedule and establish priority for conducting inspections; conducts and follows up in a timely manner.
• Initiates and follows through to a resolution of investigations in a timely manner.
• Prepares proper paper work for all activities, education, plans review, inspections and investigations.
• Reports must be grammatically correct, support conclusion and submitted in a timely manner.
• Must adhere to all applicable Roanoke County and Roanoke County Fire and Rescue Department policies and procedures.
• Operates county owned equipment/vehicles in a safe and appropriate manner; assure that tools and equipment are properly maintained.
• Keeps current on applicable codes, support codes and meets all requirements to maintain certifications.
• Maintains an awareness of the Fire and Rescue department/County policies and complies with same.- REQUIREMENTS/PREFERENCES
- EducationRequired: Associates Degree or Higher from Regionally Accredited University OR English 111 College Composition (Required/Prerequisite) and a College Elective class from a Regionally Accredited College/UniversityExperienceRequired: Five (5) or more years’ experience in the fire service.
Current Roanoke County Fire and Rescue non-probationary employees classified as fire suppression can waive the required five years of experience.
Certifications/ LicensesRequired: Valid Virginia driver’s license with good driving record (-1 demerit points or less) and comply with State regulations covering drivers of emergency vehicles (Virginia Department of Fire Programs (VDFP) EVOC certificate). Must possess certification as a National Fire Protection Association (NFPA) Standard 1001 Firefighter Level II and Virginia Department of Health Emergency Medical Technician. VDFP Fire Instructor I and Fire Officer I certificates; VDFP Driver/Operator Pumper certificate. Must possess VDFP/ Virginia Fire Marshal Academy (VFMA) NFPA 1031 fire inspector II and NFPA 1033 fire investigator certifications. Must possess certification by the Department of Housing and Community Development as a fire prevention inspector. VDFP / VFMA basic law enforcement certified or ability to obtain within 18 months of placement. Individuals in this position that are sworn with full police powers shall meet and maintain all requirements of the Departments of Fire Programs and Criminal Justice Service and must qualify annually with weapons safety and training. Must maintain all required certifications during employment as a Fire Lieutenant / Fire Inspector.Knowledge, Skills and Abilities• Thorough knowledge of the principles and interpretations of fire prevention codes and laws; modern firefighting and fire prevention methods, procedures and techniques; fire hazards and methods of eliminating hazardous conditions; and of modern principles and techniques involved in conducting fire investigations.
• General knowledge of the physical layout of the County and the location of predominant fire hazards.
• Ability to perform firefighter duties.
• Ability to establish and maintain effective working relationships with the public, professionals, and other employees using tact, diplomacy, and good interpersonal skills.
• Ability to develop, deliver and administer programs such as general fire safety, industrial fire safety/prevention and fire code requirements to all ages of diversified groups and individuals.
• Ability to conduct plans review, analyze technical aspects of fire protection features and fire protection systems, to include inspection and testing; gain compliance with fire prevention codes by conducting inspections and effectively relating results to the customer.
• Ability to prepare documentation of findings, training records, inspection/investigation reports, and documents and evidence for criminal actions in court.Additional RequirementsMust be 21 years of age and in excellent physical condition and maintain good physical fitness standards. Subject to a complete criminal history background search with acceptable results.
