GENERAL DESCRIPTION


The Operational Medical Director (OMD) for Roanoke County Fire and Rescue Department prepares, implements, and evaluates activities required for an effective Emergency Medical Service (EMS) System in conjunction with the Chief of the Department and his/her designees. The OMD also serves as the Emergency Medical Dispatch (EMD) Medical Director for the Emergency Communication Center. The OMD is responsible for the provision of education, training, guidelines, standards, and quality control of the EMD program.


ESSENTIAL JOB FUNCTIONS
  • Establishes the required education, training and proficiencies for all EMS Personnel working under his/her medical license.
  • Approves participation of pre-hospital providers who must practice under his/her license.
  • Establishes guidelines, conducts audits/evaluations and supports provider EMS re-certification.
  • Establishes and maintains system wide treatment protocols, including standing orders.
  • Responds to Fire/EMS incidents to provide medical oversight and care for the sick and injured.
  • Facilitates appropriate remedial or corrective actions to ensure adherence to State, regional and local EMS policies.
  • Performs medical oversight of the Department's Quality Assurance Program, including through field response.
  • Establishes criteria in conjunction with Fire/Rescue Staff to determine patient destination.
  • Exercises medical direction over mutual aid EMS agencies during special events (i.e. concerts, sporting events, and, etc.) when Roanoke County Fire and Rescue is the lead (responsible) EMS agency for the event.
  • Provides medical input into disaster preparedness activities for the Department.
  • Fosters collaborative relationships between County staff, other regional medical directors, hospital emergency department administration, and practicing physicians.
  • Establishes procedures in conjunction with Fire/Rescue Staff to ensure Department providers have access to the OMD.
  • Reviews and provides support for Rescue Squad Assistance Fund grants.
  • Provides consultation for the acquisition and deployment of resources.
  • Serves as a resource for the proper management of agency medical records.
  • Ensures an environment that promotes injury prevention, provider safety, patient safety, and improved patient outcomes.
  • Provides direction and oversight of EMD training.
  • Oversees development and monitoring of the EMD program.
  • Participates in program evaluations for the ECC EMD program.
  • Directs the medical care instructions and information provided by the Emergency Medical Dispatchers.
  • Assists the EMD guidance committee in designing and pre-determining emergency responses and modes.
  • Assists in designing and approval of all EMD guide cards.
  • Must adhere to all applicable Roanoke County and Roanoke County Fire and Rescue Department policies and procedures.
NON ESSENTIAL JOB FUNCTIONS
  • Assists in the establishment of standards for promotion of individuals to higher levels of patient care responsibility.
  • Researches and recommends the adoption of new medical technologies.

REQUIREMENTS/PREFERENCES


Education
Required: Graduation from an Accredited College/University with a medical degree that permits the physician to be Board Certified and allowed to practice medicine as a physician in the Commonwealth of Virginia
Preferred: Education and training in community and operational emergency medical care

Experience
Required: Extensive experience in emergency medicine as a practicing physician, and his/her practice shall routinely involve emergency care, such as management of cardiac arrest, respiratory distress, pediatric emergencies, and, multiple trauma
Preferred: Documented progressively responsible experience with Emergency Medical Service systems; Experience in an EMS Agency serving as an OMD

Certifications/ Licenses
Required: Commonwealth of Virginia certification that provides authority to practice medicine in Virginia. A letter of endorsement from the local medical society to practice medicine. Medical and Operational Director malpractice insurance shall be provided by the County of Roanoke while performing duties as outlined in this job description. The physician must meet any other requirements stated in the Rules and Regulations of the Board of Health - Governing Emergency Medical Services manual.

Knowledge, Skills and Abilities
  • Some knowledge of Virginia EMS rules and regulations governing local emergency medical services
  • Thorough knowledge of the principles, design and operation of standard components of EMS systems
  • Ability to evaluate medical service providers and resolve disparities between performance and treatment requirements
  • Ability to establish and maintain effective working relationships with the medical community, department staff, volunteers, local officials and citizenry
  • Skill in the provision of emergency medical care
  • Ability to review and analyze EMS processes and determine critical needs for the provision of services
  • Skill as an instructor
  • Ability to communicate effectively orally and in writing
  • Ability to assimilate complex information and make presentations that are understood by diverse audiences
Additional Requirements
Subject to a complete criminal history and Child Protective Services background search with acceptable results. Good physical condition. Following a conditional offer of employment, must pass a post offer physical examination. Must be able to perform the job as described in the Physical and Environmental Demands section of this job description. Ability to drive Class I/II emergency vehicles on an as needed basis after successful completion of County required EVOC program.

Supervisory Responsibilities
Works with the Battalion Chief - EMS to assist in supervising the overall EMS System. However, this position does not have individual supervisory responsibilities over employees of the Department.
