Department Systems Analyst - General Services (Open Until Filled)
- GENERAL DESCRIPTION
Performs and supervises complex technical and functional work in financial, operational, and administrative software systems and processes related to the Department's management of County fleet and equipment, solid waste collection, facilities maintenance, and capital construction functions. The primary focus for this position includes supervision of General Services administrative support staff, understanding and evaluating business processes, ensuring that software and other tools support department business needs, data integrity, reporting and analytics, business process improvement and process flow, serving as the system administrator for department software applications. This position serves as the technical point of contact for the department and maintains intranet and internet sites. Works independently and in coordination with applicable staff and management. Strong organizational, communication and technical skills are required to perform a wide variety of analysis, research, interpretation, reporting and administrative functions. This work is fast-paced and diverse. Does related work as required.
- ESSENTIAL JOB FUNCTIONS
- Supervises the Departmental administrative support staff in the delivery of high-quality customer service to internal and external customers.
- Oversees the functions of other staff related to financial and technical business processes and procedures.
- Functions as the Departmental expert in the utilization of the County's comprehensive financial management system, and directs others in related processes and procedures.
- Serves as the General Services technical lead, providing oversight and support for the administration, maintenance, upgrades and implementation of the department's systems.
- Partners with CommIT, Finance, departmental management and vendors to implement strategic and required system enhancements.
- Identifies opportunities, recommends and implements new functionality, process improvements, and multiple system integrations to promote efficiency and productivity.
- Conducts analysis and research to prepare reports using multiple applications. Writes, maintains and generates scheduled and ad hoc reports.
- Facilitate systematic review of system utilization with appropriate end-users and management to evaluate and implement maximized efficiency and benefit.
- Creates and maintains detailed documentation of systems and business operating procedures.
- Ensures contents of General Services intranet and internet sites are current, accurate and complete.
- Serves as Technical Contact liaison with CommIT.
- Serves as part of the Department's management and leadership team.
- REQUIREMENTS/PREFERENCES
Education
Required: Bachelor's Degree from an accredited college or university with major course work in Information Technology, Finance/Business, Mathematics or related field: OR combination of training, education and experience that demonstrates the knowledge, skills and ability to perform the work described.
Experience
Required:Three or more years of progressively responsible experience in financial management or information technology; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Knowledge, Skills and Abilities- Advanced knowledge of Microsoft Excel
- Knowledge of the principles and accepted practices of financial and budget management
- Experience supervising small support staff
- Ability to reason logically, interpret system requirements and develop effective solutions to complex problems
- Strong analytical, problem solving and organizational skills
- Ability to provided and guide others in the effective delivery of internal and external customer service
- Experience with or working knowledge of project management best practices.
- Must be able to prioritize work, meet deadlines and have strong aptitude for accuracy and attention to detail
- Must be able to work independently and to establish and maintain effective working relationships
- Must be able to present ideas and recommendations clearly and concisely both orally and in writing
- Subject to complete criminal history search with acceptable results.
