Appraiser
- GENERAL DESCRIPTION
Performs difficult professional work in appraising residential/rural real property for assessment purposes. Conducts field inspections of properties to be appraised, collects data for new construction and appraises properties with splits or rezoning. Assists the public with questions concerning assessments, and performs duties to assist the Director of Real Estate Valuation. Work is performed independently, but is subject to administrative review by the Director of Real Estate Valuation. An employee in this class must be thoroughly familiar with the methods and techniques involved in appraising real property, and with the laws and ordinances governing real property tax assessments. Performs other duties as assigned.
- ESSENTIAL JOB FUNCTIONS
- Conducts field appraisals of residential/rural real property including building permits for new construction and remodeling in the county for assessment purposes, under general supervision.
- Ensures the proper application of appraisal methods and techniques as set forth by the Director of Real Estate Valuation.
- Inspects property and interviews persons familiar with property to obtain information regarding size, type of construction, use and other factors that effect value. Measures and sketches improvements and ensures accurate square footage on all parcels.
- Searches public records for sales and determines property or area to be appraised by examining plans/blueprints, plats, maps, and associated GIS applications.
- Keeps abreast of local property trends and of modern appraisal methods and techniques.
- Conducts office research on various parcels and buildings.
- May assist in data gathering for the computerized assessment system.
- Assists the Director of Real Estate Valuation during real estate tax hearings, and conducts reviews and inspections of properties in question.
- Speaks with property owners and general public regarding property information and assessments.
- Prepares information for Board of Equalization hearings.
- REQUIREMENTS/PREFERENCES
- EducationRequired: Associate's degree from an accredited college with major coursework in business administration, real estate or a related field.Preferred: Bachelors' degree from a four-year college or university supplemented with courses in real estate.ExperienceRequired: Experience, education and training in the use of Computer Aided Mass Appraisal (CAMA) or fee appraisal.Preferred: Extensive experience in real estate appraisals.Certifications/LicensesRequired: Valid Virginia driver's license with good driving record.Preferred: Professional licensed real estate appraiser or working toward licensureKnowledge,Skills and Abilities
- Thorough knowledge of the principles, methods and techniques of appraising real property; laws and ordinances governing the appraisal of real property.
- Ability to analyze facts affecting property values and use of sound judgment in determining property values.
- Ability to develop and express ideas effectively in oral and written form and to establish and maintain effective working relationships.
- Proficiency in personal computer skills with software including Word, Excel and CAMA system.
Additional RequirementsSubject to a complete criminal history background search with acceptable results.May be subject to DMV driving record review as required by amount of work related driving, specified by support responsibilities.Must also be able to perform the job as described in the Physical and Environmental Demands section of this job description.
