OVERVIEW
New River Valley Community Services (NRVCS) is seeking an operations manager who will be responsible for planning, managing and supervising the day-to-day operation of the agency's transportation services. NRVCS operates a fleet of over 200 vehicles and two transit systems; Community Transit and Radford Transit. Community Transit is a human service and non-emergency medical transit system comprised of 10 cutaways and 6 minivans that services four counties (Montgomery, Floyd, Giles, Pulaski) and the City of Radford. NRVCS are the operators of Radford Transit, a deviated fixed route system for the city of Radford, with a large focus on transit for Radford University.
This position will oversee the operations of both transit systems and ensure that transportation-related services are provided in a safe, efficient and cost effective manner. The will be responsible for administrative and supervisory work related to transportation activities.
Position is forty (40) hours per week with excellent benefits.
Successful candidates must comply with all FTA Drug and Alcohol Testing guidelines.
NRVCS is the public provider of behavioral health services to residents of the New River Valley.
NRVCS offers community-based programs for both children and adults who are living with mental illness, developmental disabilities and/or substance use disorders.
Established in 1969, NRVCS serves the counties of Floyd, Giles, Montgomery and Pulaski, and the City of Radford. New River Valley Community Services is part of a state-wide system of Community Services Boards, which serves residents throughout the Commonwealth of Virginia. RESPONSIBILITIES
The following further describes the duties of the position:
- Successfully organizes and oversees delivery of transportation services with positive customer/client satisfaction emphasis.
- Maintains cooperative relationships with staff and clients responding to staff questions, research answers to questions and solve transportation issues emphasizing positive customer/client satisfaction.
- Supervises daily activities of all operators and coordinates the activities of supervisors and dispatch personnel.
- Effectively communicates with intra-agency, inter-agency and extra-agency staff, clients and personnel to meet transportation needs.
- Makes hiring decisions for authorized roles, oversees interviewing and hiring processes.
- Responsible for the oversight of mapping and developing, monitoring, and processing the vehicle routes in an organized and efficient manner. This also includes the agency's mail courier system.
- Successfully coordinates transportation services with contract agencies.
- Provides training in a helpful and positive manner.
- Handles all information, whether written or verbal, in a confidential and professional manner and complies with HIPAA standard and regulations.
- Actively participates on Agency committees/workgroups in a positive and productive manner.
- Assists in accident/incident investigation, including any needed on-site assistance and support. Provided an agency cell phone for contact.
QUALIFICATIONS
An ideal candidate will have any combination of education and experience equivalent to a Bachelor's Degree in transportation, public administration, or related field. Considerable experience in public or commercial transportation services. Supervisory or management experience required.
Applicants must possess or obtain a valid Virginia Driver's license and acceptable driving record. Must have or be able to obtain a "Class B" Commercial Driver's License with Airbag and Passenger Endorsement within 60 days of employment (Training provided).
SALARY & BENEFITS
Starting Salary for this position is $51,101 - $56,211
Full-time employees of NRVCS receive a full benefit package, including the following:
HEALTH INSURANCE
The cost of individual coverage is split between the agency and the employee. The percent of the split will be determined annually and the employee will be notified prior to the beginning of the new plan year.
LIFE INSURANCE
At the agency's expense, all full-time employees (salaried employees employed on a 30-40 hour work week basis) will receive term life insurance coverage that equals two times their salary, with a guaranteed minimum of $50,000.
DISABILITY INSURANCE
At the agency's expense, all salaried employees employed on a 30-40 hour work week basis are offered long-term disability insurance.
RETIREMENT PROGRAM
Membership in the Virginia Retirement System (VRS) is a condition of employment for salaried employees working at least 30 hours per week. VRS is funded by contributions from NRVCS on behalf of the employees. (NOTE: Eligibility for the VRS retirement plan takes effect on the first day of the month following your initial hire date.)
FLEXIBLE BENEFITS PLAN
Full-time employees may reduce their tax liability with eligible dependent care expenses in addition to unreimbursed medical expenses that are determined on an annual basis. The agency's eligible benefits will be automatically incorporated in the plan.
TAX-DEFERRED ANNUITY
All salaried employees, who work at least 20 hours per week, are eligible to participate in NRVCS' Deferred Compensation Plan. The Plan allows you to defer up to 25% (not to exceed the maximum allowed) of your annual income for supplemental retirement purposes.
EMPLOYEE ASSISTANCE PROGRAM
A contract with Carilion EAP has been established for all NRVCS employees and immediate family members (spouse, child, or domestic partner) to utilize. This EAP program provides confidential counseling to aid in resolving any type of personal problem.
PAID TIME OFF (PTO)
The agency provides salaried employees with a paid vacation, contingent on earned Paid Time Off (PTO). Accrual rate is 11.75 hours bi-weekly for your first year of employment.
SICK LEAVE BANK
Employees have an opportunity to participate in a Sick Leave Bank. Employees can join by contributing 24 hours of their PTO. This program is available only to participating employees who accrue leave. It can be utilized when an unforeseen incident requires extended leave.

LONGEVITY BONUS
Each eligible employee will receive an annual bonus of fifty dollars for each full year of continuous service from the date of last hire in an eligible salaried status. Eligible employees are those employed in a salaried position scheduled for 20 hours or more per week, who have been in a continuous eligible employment status, including approved leaves, for at least two years from date of hire.
CREDIT UNION
NRVCS is a member of the State Employees' Credit Union. All full-time and part-time employees may join and take advantage of their services.
These benefits apply to full-time employees. NRVCS also offers benefits to part-time employees on a pro-rata basis.
