Streetcar O&M (Operations & Maintenance) Supervisor-In-Training
- Summary
This position is considered safety sensitive. Applicants for these positions are required to undergo drug testing prior to employment and subsequent to commencement of employment, will be subject to random, post-accident, reasonable suspicion, return to duty, and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substance testing program protocols.
This recruitment will be used to create an eligibility list to fill future Streetcar O&M Supervisor-in-Training (O&MSIT) positions. As O&M Supervisor openings become available, successful candidates will participate in a training process that involves classroom instruction along with on-the-job training and performance of Streetcar O&M Supervisor duties. Upon completion of the training, candidates will be promoted to an existing Streetcar O&M Supervisor vacancy. The list will remain in effect for two years. WAGE NOTE: O&M SIT's starting wage is $39.84/hour and can increase to $42.18/hour depending on the duration of their training. Upon successful completion of the training period, Streetcar O&M Supervisors will be placed on a six-month probation and will start at $42.18 and move in 4 steps to the top wage progression, in two more years.
Streetcar O&M Supervisors monitor and supervise streetcar operations on the two Streetcar alignments from either First Hill or South Lake Union Base, monitor work assignments, communicate with Streetcar Operators in the field, coordinate service requirements and provide training to Streetcar Operators. They ensure that safety and quality of services are delivered according to standards and that rules are followed.

Work Schedule
Streetcar O&M Supervisors-In-Training work at different locations from day to day, providing round-the-clock coverage. They may work in shifts that have less regularity, based on the needs of the training program. Once the training period is over, and the trainees are advanced to full Streetcar O&M Supervisor status, they will be in a seniority-based pick system that provides opportunities to change shifts in the spring and fall of each year. They may work in all three shifts (day, swing and graveyard), and the work is staffed seven days a week. Streetcar O&M Supervisors work both regular and relief shifts, with consecutive days off. All Streetcar O&M Supervisor personnel must be able to work non-standard work hours including evenings, weekends and holidays if necessary. These positions are non-exempt from the FLSA regulations and are therefore eligible for overtime pay.

JOB DUTIES:

Streetcar O&M Supervisors-In-Training perform a variety of duties that involve classroom instruction and on-the-job training. Qualification standards for satisfactory completion of the training program have been summarized and placed on the webpage noted below in the section of this posting entitled Testing. During the probationary/training period, each Streetcar O&M Supervisor-in-Training must qualify as an O&M Supervisor who may be called upon to act in one or more of three types of duty: Field, Dispatching/Planning, and as Supervisor On-Duty.- Field: Tasks include conduct fare inspections, ride-checks, assist passengers, support Operators, and occasionally provide relief operation of streetcars. Also assist in disabled vehicle recovery, towing, and re-railing. Other duties as assigned.
- Dispatching/Planning: Tasks include perform "fitness for duty" inspections of Operators reporting for work, assign trains, make up the extra-board, and work with HASTUS, our scheduling system. Other duties as assigned.
- Supervisor On-Duty: Responsible for the Operation of the system as Controller and Supervisor of all Operation staff for their assigned Base, answer radio calls from Operators, provide direction to Operators and Field Supervisors for routine matters as well as emergency situations, communicate with Link LCC when required, and other duties described in Streetcar rules, standard operating procedures, and standard maintenance procedures.
Upon satisfactory completion of the training, and advancement to the Streetcar O&M Supervisor position, employees may be asked or need to perform any of the following tasks. These are not separate picked positions.
- Prepare and communicate instructions and information regarding Streetcar operations.
- Prepare and provide customer communications.
- Provide on the scene customer service.
- Ensure safe, efficient and on-time service by ensuring streetcar operations and maintenance are in compliance with applicable procedures.
- Assist Streetcar Chief with operating and maintenance schedules; evaluate system requirements; identify resource needs and the allocation of the resources.
- Oversee pre-trip inspections on vehicles and ensure that needed work is performed.
- Assign and dispatch employees and work assignments.
- Participate in the development of goals and objectives, policies and procedures by recommending changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures.
- Act as first responder in emergency situations by following Streetcar and APTA rules and guidelines; re-rail trains and recover vehicle from accidents.
- Establish and maintain a clean, safe work environment; ensure safe travel on streetcars; monitor vehicle activities for compliance to safety policy and standards; identify any potential hazards and implement prompt corrective action.
- Monitor work activities to ensure proper and efficient functioning, and compliance with established policies and procedures.
- Assist the Streetcar Chief and Technical Trainer with development and implementation of training materials for initial and on-going training and/or refreshers for all streetcar operators and staff; assist with evaluations of new equipment and changes in existing equipment and incorporate the changes into the training curriculum; assist with trainee evaluations during training or probationary period and make recommendations to Chief or appropriate management.
- Assist in overseeing performance and evaluate work carried out by contractors to ensure compliance with Agency, departmental and project objectives.
- Maintain records, prepare reports on operations and maintenance activities; assist in developing and/or updating operating rules, procedures, and schedules to provide a safe environment for employees and customers.
- May directly supervise Electro-Mechanics, ROW Track Maintainers, and Rail Service Worker.
- Perform certain maintenance functions such as preparing streetcars for service and pulling streetcars out of the shop.
- May assist Electro-Mechanics or Operators with coupling and towing.
- May work with maintenance information system (training is provided).
- Control streetcars in operation using NextBus vehicle location system and radio to manage headways and recover schedules during normal service and with service disruptions.
- Perform other related duties as required, including operating streetcars in service when needed.

Minimum Qualifications
- Two and one-half years of full time King County employment represented by Metro's Amalgamated Transit Union (ATU), Local 587, in the five years preceding the closing date of this posting (for current King County applicants who are or were in Metro's Amalgamated Transit Union, Local 587) OR two and one-half years of full-time employment that provided knowledge of transit maintenance or operations, as described in the bullets below (for all other applicants).
- Working knowledge of transit operations rules and standard operating procedures.
- Working knowledge of safe and proper operation of transit vehicles and their basic mechanical features.
- Ability to learn and demonstrate knowledge of state and federal rules and regulations related to rail operations, and industrial safety rules and regulations as applied to public transit and rail operation.

- Ability to successfully complete the Supervisor Training Program within the training period.
- Ability to work non-standard work hours including evenings, weekends and holidays.
Incumbents in these positions will be sitting, handling tools, lifting up to 50 pounds, carrying weight up to forty feet, standing for long periods of time up to six hours and performing a variety of activities.

Selection Process
Applicants meeting qualifications will be screened based on clarity, completeness, and content of their application materials. The most competitive applicants will be invited to participate in the selection process, with the internal preference stated above in this posting. The work record of internal King County ATU employees will be reviewed for attendance, preventable accidents and disciplinary incidents prior to moving on to further elements of the selection process; employees will have an opportunity to review and seek to resolve any discrepancies or disagreements about their work record evaluation. A selection process orientation will be offered to internal candidates who are selected to move forward to the testing and interview stages of the process. Record Review (Internal ATU Candidates) - Work Record Calculation Criteria
- Work record review calculations will use the candidates most recent 18 months of county employment.
- A month of actual employment is defined as a calendar month in which the employee has 15 or more full or partial days.
- O&M SIT candidates will again be required to meet these work record criteria at the time of appointment.
Applicants will be screened out for the O&M SIT selection process if the record review totals 15 or more points. Points will be assigned within each of the following work record categories:
Misses:
- Unexcused Absences – 6 points each
- Absences and Late Reports – 3 points each (purged absences and late reports will be counted)
- Major Infractions – 18 points (previous 36 months)
- Suspension or decision making leave – 10 points
- Written reminder – 5 points
- Oral reminder – 3 points
- Severe accidents – 18 points
- Major accident – 9 points
- First minor accident - 5 points
- Each successive minor accident – 7 points

Probationary Periods
Upon appointment to the training program, the O&M SIT shall be subject to a training period, at the discretion of Metro. At the end the training period, the O&M SIT is required to be qualified as Streetcar Operations and Maintenance Supervisor. ATU employees who are selected into the O&M SIT position who fail to qualify during the training period will return to their previous classification at King County Metro. Streetcar O&M Supervisors-in-Training will receive a performance review upon completion of training in each of the three areas. Upon qualification in all three areas, the O&M SIT will receive a formal review with Metro Streetcar. Upon successful completion of the O&M SIT program, the trainee will be appointed as Streetcar O&M Supervisor, and must complete a six-month probationary period as Supervisor.
