DUTIES AND RESPONSIBILITIES:
The Virginia Department of Housing and Community Development (DHCD) seeks a knowledgeable and driven individual to serve in role of Program Administration Specialist II. The selected individual will administer a continuum of state and federally funded homeless services programs to address housing and stabilization services for persons at risk of or currently experiencing homelessness in the Commonwealth. The selected individual will work closely with communities and an array of service providers, to include nonprofits, units of local government and housing authorities, to ensure that comprehensive homeless services are provided effectively and efficiently in accordance with best-practice models to maximize limited resources. The selected individuals will provide technical assistance and monitor compliance of grantees, administer grant funds, actively participate in grant guidelines and application development, develop program documents, and provide sufficient oversight to ensure programs are implemented and delivered in compliance with state and federal regulations and guidelines.
Experience with housing and homelessness assistance programs. Comprehensive knowledge and understanding of federal and state housing and homeless services programs. Knowledge of industry best-practice models. Ability to communicate effectively both orally and in writing. Ability to facilitate open discussion. Ability to effectively manage multiple priorities. Ability to design and conduct training workshops. Ability to use PC and appropriate software applications to manage and report program data. Ability to establish and maintain effective working relationships inside and outside the agency. Demonstrated ability to analyze and solve complex problems. Excellent communication skills in writing, public speaking, including planning/conducting training in person, via webinars, etc. Graduation from a college or university with a degree in social work, planning, public administration or related field. Experience with grants management. Familiarity with general accounting principles. Valid driver's license is required. Occasional overnight travel required.
