Botetourt County is currently accepting applications to fill the position of Development Services Manager. 


The Development Services Manager serves as the Building Official, and provides leadership, identifying opportunities and needed direction to continually improve organizational, departmental and division performance promoting the vision, mission, and values of the County.  The Manager performs skilled leadership, management, supervisory and technical work.  The discrete objective of the Manager is to achieve compliance with County and other locally administered regulations governing the construction, expansion, alteration, and repair of buildings and other real estate improvements; the clearing and grading of land; and the management of storm water related to site development activity.  It is the Manager’s responsibility to ensure the development and operation of effective and efficient programs, resources, systems, processes, and procedures including stakeholder communications and relations are achieved.  As needed, the Manager assists staff with technical plan and permit reviews and inspections.

Key Responsibilities/Essential Functions:

•    Always do the right thing. 

•    Promote the vision, mission, and values of the County. 

•    Serves as Building Official upon appointment by the Board of Supervisors. 

•    Assist in the development and administration of performance management system(s) incorporating standards reflecting the vision, mission, values, policies, and objectives of the County.  Regularly report performance data and recommend actions for improvement to executive leadership. 

•    Provide support and direction to staff to ensure the enforcement of the Virginia Uniform Statewide Building Code, the Virginia Erosion and Sediment Control Regulations, the Virginia Stormwater Management Program Regulation, and County ordinances and regulations pertaining to real property development in the County with an emphasis on cooperative legal compliance and customer support. 

•    Oversee and manage the work and performance of staff to ensure compliance with rules, regulations, policies, directions, and performance standards and ensure continuous improvement systems are in place. 

•    Train and supervise staff to ensure a high-quality customer service experience that is efficient, correct, and courteous. 

•    Develop and administer easy to access and usable customer feedback systems across all Division functions; objectively analyze and report data and recommended actions for improvement to executive leadership. 

•    Promote, facilitate, and lead, as necessary, meetings and conferences with stakeholders to promote understanding of and compliance with standards; to plan and accommodate the smooth and timely permitting of work; and to resolve issues and conflicts. 

•    Objectively and factually document and evaluate the individual and collective performance of staff against established standards and objectives. 

•    Encourage and facilitate the self-management of staff individually and in teams pursuant to established policies, procedures, goals, and standards. 

•    Perform technical work involving plan review and inspections, as necessary. 

•    Assists with oversight of County capital projects as needed. 

•    Answer inquiries and manage complaints.  

•    Responsible for performing other related duties as assigned.  


•    Job Requirements:

•    Bachelor’s degree in engineering, construction, environmental sciences, or related field and a minimum of ten years of construction or related development regulatory experience, or any equivalent combination of education and experience. 

•    Five years of management and supervisory experience, preferred. 

•    Certified Dual Combined Administrator preferred. 

•    Ten years building, construction, erosion & sediment control, or stormwater management inspection experience preferred. 

•    Certified Building Official or Professional Engineer preferred; or the ability to obtain professional certifications in accordance with such programs. 

•    Thorough knowledge of modern principles and practices related to planning, design, construction, operations and maintenance of structures and utilities; 

•    Thorough knowledge of building construction materials and practices; methods of design; stormwater management, erosion and sediment control practices and regulations. 

•    Ability to read and interpret plans, specifications, and blueprints accurately and to compare them with construction in process. 

•    Knowledge of County and related development codes and ordinances. 

•    Must have excellent oral and written communication skills. Ability to communicate professionally and to develop and maintain positive and productive working relationships with stakeholders, customers, executive leadership, co-workers, and staff. 

•    Must have a valid Virginia driver’s license and a good driving record. 


Physical Demands/Special Work Environment:

•    The person in this position frequently moves equipment, tools, maintenance items weighing up to 20 pounds.  

•    The person in this position frequently is required to traverse across uneven grounds; construction sites, sports fields; indoor arenas; small spaces; and wet, snow- or ice-covered surfaces.  

•    The person in this position frequently communicates and exchanges information with colleagues and subordinates. Must be able to exchange clear and accurate information in these situations.  

•    Occasionally ascends/descends ladders access work areas and/or conduct inspections.  

•    Occasionally positions oneself low to ground or on ground to observe work and make inspections. 

•    Requires accurate use and precise perception and judgement for: safe use of measuring devices; operation of  equipment; operation of motor vehicles; inspecting work means, methods and product; and the general observation of surroundings and activities for the safety of individuals, staff, and the general public.  

•    Constantly works in outside environmental conditions, extreme cold, extreme heat, hazards, and atmospheric conditions. 

•    Worker must be able to remain at workstation in a stationary position for up to 50% of the time.
