The Chief Clinical Officer provides executive-level responsibility in the area of clinical management and client treatment including the supervision of clinical programs. Through direct management of four clinical Division Directors and horizontal accountability with other agency divisions, the Chief Clinical Officer plans, organizes, develops, and directs and monitors a system of care for adults, children and families experiencing serious mental illness or emotional disturbance, substance use disorders, or intellectual/developmental disability.

This position serves as a vital agency leader and participates on the Executive Management Team, reports directly to the CEO, provides leadership and input into agency operations and the development and enforcement of policies and procedures, as well as demonstrates and models the highest level of professional judgment, discernment, confidentiality, and collaboration with internal departments and external partners.

Additional Responsibilities Include:

  • Responsible for the development and updates related to applicable policies and procedures.
  • Plays a key role in the creation and monitoring of clinical budgets.
  • Ensures timely acceptance of referrals from Access to Care Division and ensures delivery of quality and engaging consumer-focused services. 
  • Ensures positive public relationships of the agency's Clinical Services Divisions across a wide variety of stakeholders which include community, regional, and state relationship. 
  • Works collaboratively with cross departmental/divisional groups within the agency and with community partners. 
  • Works closely with the Division Director of Access to Care, Chief Financial Officer, Continuous Quality Improvement Officer, and Human Resources Officer.
  • Provides key strategic input and ensures sound implementation of agency mission, initiatives, and changes necessary to adapt to the changing healthcare and public behavioral healthcare environments, such as value-based contracting, population health initiatives, integrated care and implementation of evidence based industry best practices. 
  • Position may participate on state and regional councils, workgroups, and task forces as approved by the CEO and provides meaningful input into the development of behavioral health and intellectual/developmental disability services across the Commonwealth and keeps current with developments in the field. 

Pay Range: $100,000-$125,000/annually

Minimum Requirements:

  • Education: Master's or doctoral degree in a relevant human service or administrative field is required.  Additional education or training in business, fiscal, or budget management highly desirable.
  • Experience: Experience at a senior leadership level in a similar-sized public behavioral health, private provider, or managed care organization highly desired.  Management experience with integration of behavioral and physical health services and systems preferred.  Knowledge of Virginia regulatory and public behavioral health environment helpful.
  • Licensure: Licensure in relevant behavioral health clinical field preferred.  (LCSW, LPC, LCP or CNS, or equivalent to a Licensed Mental Health Professional (LMHP) as defined by Virginia Department of Medical Assistance Services (DMAS). 
  • Safe Driving Record: Candidate must have a good driving record (no more than two moving violations in the last three years AND no criminal violations in the last five years.)
  • Background Check: Candidates are required to undergo a fingerprint background check and drug screen.
