Engineering Supervisor
A. Purpose of Position
Under the direction of the Director of Engineering, this position oversees the administration, planning, design, and coordination of engineering projects for the Authority. The individual in this position will possess sufficient knowledge about project management, engineering project design and administration, such that he or she will be able to supervise the effective allocation of assigned engineering staff to review and design water and sewer facilities and related appurtenances for the Authority.
B. Duties and Responsibilities
1. Supervise assigned staff within the Engineering Department, which includes hiring, training, planning, assigning and scheduling their duties; directing, coordinating and evaluating their performance; rewarding and disciplining employees; addressing complaints and resolving problems.
2. Set goals and give direct leadership and mentoring in assigning tasks.
3. Work with Director and other supervisors and managers to foster a culture of integrity, teamwork, and collaboration.
4. Manage computer aided drafting and design (CADD) on various water and sewer projects including waterlines, sewer lines, and easement drawings.
5. Monitor plan review and permits for development projects; assist staff in plan review to insure adherence to Authority standards, specifications, design preferences and constructability.
6. Oversee and participate in development of project budget requirements, engineering plans, and specifications for capital improvement and replacement projects.
7. Act as the Authority's representative for meetings with regulatory agency officials.
8. Conduct public informational meetings as necessary.
9. Prepare and review project estimates for capital and internal projects.
10. Provide recommendations and implementation for innovative solutions in the areas of design, procedures, and processes to best serve the interests of the Authority.
11. Interpret and enforce departmental policies, procedures and guidelines.
12. Prepare project status reports on departmental activities.
13. Develop, review, and update technical standards and specifications; assist other departments to ensure Authority technical specifications address their needs.
14. May perform any function/task of assigned employees and other related work as required.
15. Make effective independent decisions representing day-to-day issues that do not require team discussion, input or agreement.
16. Recommend changes in goals, policies and equipment to maximize utilization of resources.
17. Perform other tasks and duties as assigned by the Director of Engineering.
C. Supervision Responsibilities
This is a supervisory position that requires the supervision of numerous skilled and technically proficient employees in the engineering department.
D. Hours of Work
The position typically requires working Monday through Friday from 8:00 am to 5:00 pm with a one (1) hour lunch break.
E. Work Environment and Physical Requirements
This position includes mostly sedentary work, where the employee must be physically able to operate common business machinery. Visual acuity is required for depth perception, visual observation, determining the accuracy and thoroughness of work, and observing general surroundings. Occasional fieldwork may be necessary which would require working indoors and outdoors in all weather conditions, and on all types of terrain, as well as working in potentially hazardous environments. While performing fieldwork the ability to bend, stoop, walk long distances, stand for long periods of time, and exert 25 pounds of force occasionally is required.
F. Qualifications
1. Bachelor's degree in Engineering or Engineering Technology required.
2. Registration as a licensed as a Professional Engineer in Virginia required.
3. Must have a minimum of five (5) years of experience in water and wastewater design, project management, capital facility planning, construction, or construction management.
4. Must have a minimum of two (2) years demonstrated success in related supervisory or management experience.
5. A valid Virginia driver's license and comply with the Authority's Vehicle and Equipment policy.
6. Must be proficient in the use of AutoCAD® and Microsoft Office®.
7. Experience with geographical information systems and water and wastewater modeling software preferred.
8. Must have a working knowledge of water/sewer construction techniques, methods, and procedures, as well as knowledge of construction terms and symbols.
9. Must possess strong human relations and communication skills so as to be able to effectively communicate orally and written.
10. Must possess strong organizational, analytical, and prioritization skills to be able to coordinate the activities of subordinates.
11. Must be proficient in advanced level mathematics.
12. Management skills to effectively train and manage staff on policies, procedures and systems.
13. Other skills and knowledge that demonstrate the ability to do the job.
G. Compensation
This position is compensated as a Band 7 on the Pay scale.
H. Condition of Employment
This position serves at the will of the Executive Director.
